Russell Tanner better stay inside during a thunderstorm, because if somebody has a chance of being struck by lightning, it's him.

The 78-year-old Dexter resident won his second $1 million scratch-off lottery game last week the only known two-time winner of the game in Michigan.

The retired custodian and factory worker who still lived in a manufactured home following his June 2002 winning ticket, said he was stunned to win again.

"I couldn't believe that I could be so blessed. It just feels great to win," he said.

The odds to win the game just once are one in 623,825.

Lottery Commissioner Gary Peters said odds of winning twice haven't been calculated. No one at the state lottery office can remember someone winning $1 million twice, he said.

"We have so few $1 million winners from instant games as it is, but to have one gentleman win twice is really extraordinary," Peters told The Ann Arbor News for a story Friday.

Tanner is divorced and lives alone. He has no plans to move, he said. Tanner said he sent his four grown children, who are scattered across the country, some of his winnings.

"They were pretty happy, but my daughter wouldn't believe me. I had to convince her heavily," he said. "Charity starts at home."

He said his new fortune isn't likely to change his lifestyle, except that he has bought a new Buick and some life insurance.

"I get older, and I am pretty all set. I am pretty happy about it."

Peters said the state has 71 types of instant lottery tickets. Tanner's most recent win was with a "$1 Million Dream" ticket, he said.

"Now I'm going for three!" Tanner said.

 yeah ,go for it ...i am sure that that man deserves all that he is getting...maybe late in his time but now at least it will in be pure comfort.

That's really unusual , a lottery game that pays $1,000,000 with odds of 1:623,825 of winning.  Each ticket must have cost more than a dollar.

That sort of thing is exactly what killed the old LOTTO Kentucky game. As I recall, it was a 6/42 jackpot game. When the politicians got involved in trying to run the game, they got to the point that they didn't even want to pay off for matching three numbers! They got way too greedy and drove off too many players.

AFAIK Lotto Kentucky returned 50% of sales to winners.                                                                            The NY 6/59 pays back ONLY 40%!! The 4/6 and 5/6 "winners" also get cheated.

Ohio Super lotto 6/49 is match three numbers and win a free play.  Until the state started that promotion, it was match three and win nothing.

I am happy for this guy but how does he win a scratch-off game (totally dumb luck) twice with 1:623,000 odds and I can't win a PICK 5 with 1:169,000 odds just once and I am putting some thought and effort into the numbers I pick using a system????? Like I said I am very happy for those who win big money but it just gets so frustrating sometimes to see these people win and you know just about all of them put no effort into getting those numbers. They are just buying quick picks, scratch-offs, using birthdays, anniversaries, ages, or whatever. And here most of pros are using strategies and playing number combinations (and put in a good amount of time doing it) that are more likely to hit than others and we can't hit the big one. Someone here has to hit something sooner or later. I believe that persistence and using the strategies we use here will get someone a big payoff dventually. Good luck all.

I really don't recall what percentage the KLC returned to players on the old LOTTO Kentucky, but I do know that all lottery games take a formidable edge. If the NY 6/59 is taking 60%, I'd recommend that you cross state lines to find a better deal on your lottery play.

I agree with the person who said not to play the lottery to win, but for the dream of winning.

Virtually everyone here believes the lottery can be beaten with a system. If it could, it wouldn't exist -- at least, not for long. It can't be; and the odds of winning are terrible.

But the dream of winning! That's well worth the dollar I spend twice a week on Powerball, or the occasional $2 scratcher I buy. The dollar I spend on my Powerball ticket buys a lot of dreams. It's such a thrill to think, "It can happen to me!" Which is something the cynics -- who pooh-pooh playing because of the odds -- can't say.
