      <description><![CDATA[I may be out of line on this one, but it seems strange that officials are having issues because Profits are down due to payouts? But isn't it that the point of playing lottery. I mean, let's face it, that money comes from the PLAYERS why shouldn't they benefit at least sometime. California is having the opposite problem. Lower sales due to lack of trust in our lottery system.]]></description>
