That's the point. The two terms mean two different things in our common slang. Just because they are the same thing physically, doesn't mean they are the same thing linguistically. Alaska is geographically and weather wise close to Canada nd far from the US but legally and politically, Alaska is closer to Florida in many different ways than the Yukon. I'd say Arkansas. It's also nice that Alaska and Hawaii aren't included. Alaska is the least likely to get a lottery.

If Wyoming which has far less people than Alaska could adopt a lottery, then Alaska has no real excuse left. It'll be next. The last state will certainly be Hawaii, there's no way the Hawaii legislature will want to establish a lottery.
