To answer your questions.
1. Since the mid 1970's when I was stationed in Germany. Not a continous thing as after that I was in a few places that didn't have lottery (or have lottery by that time).
2. Anywhere that sells them, not always the same place.
3. $1 to $3 at a time, sometimes the only purchase, sometimes not.
4. Yes. It's a safe bet most people here do. Most gamblers do. (I worked in casinos, trust me here).

What a joke. The joke is going to be on them when they start losing more real money and even more non-computerized players.

For those of you who missed this terrible mistake
And we thought the California lottery scratch off scandal was bad...I posted this in my blog but for those of you who don't read the blogs, check out this mortifiying mistake published in the Charlotte Self-Server Observer today. A CBS radio affiliate here in town got wind of it and is sending it to Letterman...if you see it on there, remember you heard it first on LP!!

I agree with the posts from a few months ago that US citizens are taxed on world wide income. If you are a US citizen and you win a tax free Canadian, a tax free UK, a tax free Irish or any other tax free lottery outside the US, your tax situation would most likely look like the Massachusetts and California situation mentioned earlier.
