How much should a store clerk be tipped for selling a big winning ticket?
Zero. And all the more reason to use self-service terminals and/or buy via subscription (where offered). You in a Pool that forbids anyone buying tickets " on the side"-However..
I use to run a lottery pool back in day, and every player could buy their own tickets beyond our collective effort, no problem. The only rule the group and I had was all tickets bought in the cities where I worked was fair game to anyone on the list. My personal tickets had to be bought in my home town that was an hour away. That was said before every collection. So, if we had won a rather large pot any dispute would have ended immediately with the verification of where the ticket was purchased.

You're probably right about the written agreement thing. When it first started, it was just me and my officemate, but she told others and membership increased. I'm pretty sure the 6-8 weeks is only for the jackpot. Each lottery pays the 2nd prize and down with their own funds, whereas the jackpot is paid from the pool of all the states. So the jackpot payout is delayed until verification is completed and sales can be collected from each lottery. The information is right...someone did win that much at that store on that date. So in your mind, If I win a coinflip, as an equivalent example, I can say my odds were 100% since it was achieved in 1 trial? Or if I win a roulette bet before 38 spins, I have better odds? Clearly you can see that that is flawed, and does not correspond with reality. You are free to have any opinion you want. That doesn't mean your opinion will be right. And when you start formulating opinions about facts, they should probabiliy not dispute those very same facts.

I'm sure anyone who is brainy enough to think QPs are as good as self pick will be up to the task of creating and tracking their results each draw...... Are you going to believe the challengers when they tell you they won? At worst that many QPs will probably have all the megaballs many times so they will have some winnings every time while if you continue to only play one mega ball and it doesn't come up, you will be depending on matches of three or more white balls for your winnings.
