Court scratches man's lottery claim
JC:Mass has a game called $1,000,000 in Cash which DOES pay the winner in lump sum. AFAIK all other Mass scratch games with million-dollar or higher prizes are annuity-only.I live in NY state, which hasn't had a million-dollar CASH scratch game since 2000.

N.Y. Lottery Director To Head Georgia Games
Maybe that explains why the NY Lottery often does not listen to its players (38%-40% prize return in Lotto; cash/annuity choice still must be made when you play; several high-end scratch games annuity-only, which IMO is a form of corruption.)I actually met her in 1999, soon after she became Lottery Director, at a press conference outside a store, when I still was delivering Lottery New$.

All the Jubilee scratch tickets (and of a number of other scratch games) are defective because the top prizes are annuity-only. AFAIK all the $200,000 prizes mentioned above are paid in lump sum.

Scratch games power increased Arizona Lottery revenues
Arizona Lottery sales exceeded $379.9 million during the first half of its 2016 fiscal year, which ran from July 1 through Dec. 31, 2015. These numbers represent an increase of 12.2 percent over the same period during the previous fiscal year. Pennsylvania Lottery to drive profits by boosting payouts
So, PA is going after MA which has the highest payouts in the nation. Great! But let's hope the greedy bastids don't just chase after scratch games, and boost the daily number games from 50% to 60% payout, and introduce higher payouts for draw games as well.

Mass. Lottery sweepstakes winner collects $20M prize
They already have tons of games like that -- they are called scratch games! If the raffles awarded prizes no bigger than a second-place Mega Millions prize, they would not sell too many tickets. Then there would be no raffle at all!

Wisconsin Lottery to hold raffle draw May 1
Wisconsin just copied what Illinois did with their raffle...which sux. I liked Florida and California's raffles in that multiple $1M prizes where up for grabs. I don't get to hung up on the slight increase in odds...hell, I religiously play MM and PB so obviously I am not hung up on dismal chances of winning. It's just that it is so common for only one person (or family) to win the mega jackpot and state lotto games, so at least when states offer a raffle game, they actually have the opportun

Player confusion leads to early end for N.C. lottery game
North Carolina Lottery officials are stopping one of the state's scratch-off games, saying it is confusing to some players. Orders for the 2X the Money game have stopped and lottery staffers will pick up tickets from retailers. The game allows players to double winnings of up to $100 if the card displays a bold 2X symbol. But the card also contains a security feature designed as a thin x, which led to the confusion. There has been some confusion by players regarding the game, sa
