Well i don't know much about online gambling but i think there are 3 kinds of online gambling and they are: Online Lottery Gambling, Online Games gambling such as gametap, and gamesville and then there is the Sport Gambling....But again i think i am not sure for i don't know almost anything about online gambling... The problem with Online Gaming...One Theory...
One thing about online Gambling verves Gambling on the spot, You don't get your Money right away with online Gambling. Win you Gamble in your own state or others you get the Money right away! That is the only thing I don't like about online Gambling. Only on the Sweepstakes games you get money right away.

I'm not certain the lotteries in the US could be described as 'regulated', except by auditors, legislators, etc. The fact they're owned by the governments puts them more into a self-regulation status. That probably also applies when they're 'privatized', such as in Illinois.
