Pennsylvania iLottery a SCAM
The ilottery,is a system wherein. You pay to play. Minimum $500 deposit to qualify for their 'promotional' credits. Correct you must use the original deposit value BEFORE they review the account to apply their promotional credit value.
The fine print details primarily that: all Original deposit and any 'wins' must be used BEFORE they review the agreed upon credits to reach your account
Is it a scam? Not by legal definition. You and the lottery are both meeting the agreed upon transaction
