You make a great point about more lottery pools winning if it was just about buying more tickets. I chose not to be part of the lottery pool at my office after reading about various lawsuits from lottery pool members and their crazy stories. They said they never won more than $100 even though they played for years.

In my opinion and experience, during a new lottery start up, the lottery pool is not considered totally mature until all numbers have appeared at least once.
