Hi, Something definitely seems wrong there, CarHauler. Is there a way to see what a number of others have experienced in the game? If so, and their results are the same, I wouldn't rule out a lawsuit over false advertising.

Correct, this is indisputable evidence of them trying to generate more revenue from sales. They think lottery players are profoundly stupid, and they ignore the few who actually notice and make noise toward these types of things. Heck, someone could make a lawsuit I'm sure using evidence from the ILR showing 2 $1M prizes remaining, showcasing through a website archive that they correctly updated the page to show two $1M prizes remaining. They then later changed it back to four $1M prizes

I think if more people knew the truth they would not play. I play, because I'm addicted to trying to find that big ticket . I actually have a lawsuit that I can file against them at any time with a high probability of winning. I can't speak for any one else in my state or other states but judging by what I see in my state there doesn't appear to be a rhyme or reason to where winning tickets are and where they are shipped to. Plus, for instance, I wouldn't expect my lottery jurisdiction (South Carolina Education Lottery) to give details as to where winning jackpot tickets would be as that would create a mad rush in that city for people trying to buy tickets I would presume. You didn't specify but I know those 22 tickets were not in a row, because in VA there are only 20 tickets on $20 rolls. Reguardless you just caught a string of loosers. It happens and that's why it's called gambling. The overall odds are 1 in 2.71, but that does in no way mean you are going to win by buying 3 or more tickets. You may go to one store and buy 4 tickets back-to-back and loose on every one. Then you may go to another store and buy 4 more tickets back-to-back and 3 or 4 of them yeild

So, I will write a book one day about the corruption around the individual state level tickets and accounting practices, but yes this is a remaining loophole in a lot of state lotteries. The tickets are not deactivated out of the system out of the excuse they are left activated at a book level to ensure people who bought the original tickets have a chance to cash them in.
