In a filing made in response to Caesars lawsuit, Whittaker said the casino actually owes him money because it agreed to give him a percentage of revenue from a slot machine he developed and to credit his gambling losses.
The casino, owned by Harrah's Entertainment Inc., filed the lawsuit in 2005, a year after it said the bad checks were written. The case came to light recently when the documents were subpoenaed in an unrelated wrongful-death lawsuit against Whittaker.

Has anyone won?
I don't think a pick 3 or pick 4 would result in a lawsuit but if you win one of the big three then that's a very good warning.

Lawsuit filed by N.C. Lottery foes to be heard Monday
Sore losers to be sure. I doubt that this lawsuit will make anything but waves. I agree that it seemed a little quick, but the state's counsel would never allow contracts to be signed, equipment to be purchased, etc if they thought that this lawsuit held any merit.
If indeed the suit is successful, I would move out of NC just because of the embarrassment that it would create.
