While anyone has a right to file a legal action, he does not ever seem to follow through and participate in the process. You have to give notice to the person you are suing so his libel case was dismissed. With the builders case, he refused to turn over alleged documents and witness lists which are part of the pretrial discovery process. So case dismissed. This is all too bizarre and ridiculous. The DC lottery contractor was sloppy but that is not gross negligence.
