That would be a great idea. However, I think and I could be wrong, that they base the duration 29/30 years on the interest earned. That's why the cash option is significantly less because that's the cash in hand. The annuity option on the other hand is based on returns on the invested amount. Thus they need a bigger window for that and probably buy the 30 year Treasury Bond.
