Considering that due process applies to corporations I'm skeptical that a state would prevail in court when a corporation can establish that it is the legal entity that purchased and owns a winning ticket if the rules don't restrict the purchase the ticket. Of course the state is free to make whatever claims they want until a court ruling says otherwise. FTM, VA's attorney general has tried to enforce at least one law even after the supreme court issued a clear ruling declaring it unconstitution
