auditors said a manager had $13,280 in unallowable mileage costs. I was once threatened with being fired for just over $30 in a mileage cost dispute. Someone should have caught most, if not all, of this and people should have been fired. Then the lottery puts out a email saying no fraud found, that means THEY are the issue, starts from the top.

They said the boyfriend bought the ticket and she didn't dispute that at first until she realized the state could keep the money. I think the state was right. If you lived with your brother and he bought the ticket, then I think they should take the money even if you tried to cash in the ticket. Drug money most likely bought it.

The credit card company almost always takes the side of you, their customer, not the vendor. The vendor would have to show a receipt with your credit card number and signature showing you purchased 35 tickets instead of 20, and even then you could claim fraud and still win.
