NY Lottery keep selling scratchers with no top prizes left
If it was illegal wouldn't your state close the game and collect all the remaining tickets? There are probably still some nice prizes left.

The odds of winning something are posted on the tickets so if you don't like the odds don't buy them.

Should you play the same game a chaser is playing with?
I think it's rude for anyone to stand in the way of others in line if they aren't buying something, even chasers. I usually just say excuse me and go around them and buy what ever I want, even a ticket off the same roll.

Claiming a prize over $600
Legally you are suppose to report all your lottery winnings on your taxes even if they are smaller than the amounts states send out a W-G for. No amount of lottery winnings is tax free, it's just that small amounts aren't worth the states creating paper work or going after if not reported.

Are you saying you didn't even win a free ticket? While free tickets are mostly losers too, they count as a prize. Prizes don't have to be money.
