When North Dakota's former lottery director retired in April, he was paid $44,432 for unused vacation time, a sum that is raising eyebrows among lawmakers who write the budget for state government. The North Dakota Lottery's recently announced holiday sale of ticket subscriptions highlights a quirk in its operations. The first-ever state lottery raffle will be held later this year to mark the 20th anniversary of legalized lottery games in South Dakota. Lottery Advertising and Public Relations Director Mike Mueller says 100,000 of the $10 tickets will go on sale September 30th.
