  States usually regard a winning scratch ticket as a ticket in which the bar codes and validation codes match lottery records. The scratch ticket's front latex covering is provided for "entertainment purposes only."
  
  Here is Oregon's lottery rules regarding this under Rule 177-050-0024 Method of Determining Winners:
  
  "...If the ticket is a winner, Lottery's computer system will identify it as such based on the official bar code or bar code number. Removing the latex covering on the front of the ticket does not identify a winning ticket. The latex covering feature is for entertainment purposes only..."
  
  What's also curious is further down in the rules it says all play symbols, identifiers, etc. must be present to claim a winning ticket in addition to (not in place of) the validation codes.
