It also could be a browser problem. The gadgets use IE7 to render, so if you've done anything different to IE7, like change config or install plugin(s), it could afect the gadgets. Be sure you have not disabled "Active Scripting" (JavaScript). Also make sure that the native XMLHTTP support is enabled and security settings are not set too high.
There are Reset/Default buttons in most of the IE7 options panels, so you can try using those.
The Lottery Results Gadget is more advanced technology-wise than most gadgets out there (certainly all the ones that come packaged with Vista), so it is more sensitive to components that are disabled or changed.
