Can anyone tell me if us cit. can play this lotto legally since it is in us dollars.....and where/how?

I guess that what you want to know is if there is any place where we can play that lottery online and legally.
I myself don't know if there is any online site where those games can be played at.
Puerto Rico has the old non-electronic lottery and also the new electronic one and they can be played on Puerto Rico by anybody who is there (on land).
It might be nice if all lotteries from everwhere could be played by anybody from anywhere online.
Many or most lotteries want to keep their own monopolies, they don't want people running off to play the lottery elsewhere, they don't want competition, otherwise they might have to give better service and more money back.
