Sounds like you found what you were looking for, a data base of CA pick3 and a program to displace the data the way you want.
I assumed you had an established data base and just need a program to display the data in a special way. Years ago when I was using LottoPro, it had data bases for all the active lotteries in the US and some foreign countries but couldn't display the data the way I wanted so I wrote little GWBasic programs to do that. Now that I'm learning QB64 I was thinking I might try the samething again.
When I updated some of my own GWBasic programs to run using QB64 the data files didn't have to change in most cases, just where there were blank spaces since QB treat them differently.
Some state website have all the data in a CVS format which I think can be read by Excel but can also be converted to be read by other programs.

I do maintenance and improvements. It is pretty hard to do because the games are different. Another problem is when somebody trusted with a database is messing up the input. Users can only add data but not remove or modify it. My idea is that if they mess up with the input, they have to feel that they get a wrong output. If that happens I put a remark on the page with the one doing the input. I don't let it pass incognito, same for professionals who post anything in the comments. I am the nanny for all the little schmucks who are not doing their tasks correctly.

I made a backup of CA Pick 3, just in case.
I assumed you would never allow anyone else to modify the official data bases but only copy/duplicate them for their personal use. A double or wrong entry could make the results of any software useless.

I now use my own software and maintain my own data bases for the few games I play. There are companies that will do that for you if you have a website with too many data bases for the webmaster to maintain.

An administrative person will not miss for the input.
As I only have one life, two hands and two feet, I cannot do all by myself. When I asked for services, the reply was kind of a f* you. I did with what I could dispose of as with the abilities that I have. Many refused to jump on the boat. (...) If I hadn't done the typing, there was a gap on Internet where you see my website. I am not or not yet into business, and cannot afford to pay services that should be for free anyway. They just make it hard. If it was only the weather, I can put it on my website. (...)
I built in small protections and a false entry can later be deleted by me. I cannot protect people from crossing the road when the lights show don't walk or red.
I am updating the tables from time to time, extending or shortening functionality to keep it running. People who do daily input at work will have no trouble doing input on my website. They also will not make any mistake. (...)

I can appreciate the amount of work it takes to run a lottery website and maintain data bases which can change every day not to mention the knowledge of programming needed to write routines that manipulate the data bases for mining.
Teaching myself to program and writing a few programs for my person use and maintaining a few data bases for the games I play has almost become a full time hobby. I can't image find the time to run a website especially if you have to earn a living doing something else.
