I'm a regular lottery player and have been living in Colorado for a little while now. I still have my Oregon ID card (state issued ID, not a drivers license). I don't drive so I haven't been in a hurry to get a Colorado ID since my Oregon ID doesn't expire for almost 10 years.
Anyway, I found out today while trying to buy lottery tickets at my usual vending machine (at Safeway) that they now require you to scan your state issued ID in order to use the vending machine. It scans in the same place as if you were scanning a ticket. and this wasn't the case last weekend so this is brand new. The customer service lady helped my because she didn't know if it worked on out-of-state ID's or not. Shocker... It doesn't. I was still able to buy my tickets at the customer service counter as I was only buying jackpot draw games (Lucky for Life, Mega Millions, etc.). The customer service counter doesn't sell scratch-offs, you have to buy those in the vending machine (at least at that Safeway).
I emailed the Colorado Lottery asking if they plan to update the vending machines to accept out-of-state ID's. I've emailed them before and they're usually pretty good about responding.
Does any other state require you to scan your ID? If so, how do they handle out-of-state ID's? I know this is to cut down on underage ticket sales, but I don't see this being very practical. Even if the lottery somehow gets it to accept out-of-state ID's (which if I can remember back to high school, counting the territories, carry the 1, there's over 50). What about foreign ID's. Is it going to require you to scan your passport? That seems a little ridicules.
I would say, I'll find out if the customer service counter is any luckier for me than the vending machines, but I pick my own numbers, so they would be the same no matter where I bought them. Safeway's customer service counter always has a long line (which is way I always use the lottery vending machine as they have 2 of them) so maybe this is just a sign that i should cut down on my lottery spending. Or for me to get off my ass and finally get a Colorado ID...
