Actually, the current jackpot has to pass $297 Million to be in record territory. Only AFTER it passes this record will the NEXT jackpot be capped at $25 Million more. Plus the Match 5 bonus is only paid AFTER the jackpot is hit. Not after each jackpot rollover. So you'd want to be a $100,000 winner when the jackpot is hit. And actually if there are few $100K winners (not likely) that person would probably make millions.
Since the new Powerball drawing is on Christmas Day and holidays usually make for lower sales, my guess is that if no one hits it will roll over to $275 or $280 Mil for the Annuity. Then on 12/28 if it was to roll over it would be $320 Mil. And on 1/1 it would be $345 Mil.
Although I like the idea for the Match 5 bonus, I think in the long run it will come back to bite MUSL in the butt. I'm sure they want to take back the title of the largest lottery in North American from the Big Game, but they probably won't be able to because of the cap.
