  Assuming Lotto Texas changes its format soon (expected to become a Powerball-type game), one thing TX needs to do is to change the rules so that players choose AFTER they win, instead of when they play. The story Todd posted this morning says the "winner" has not come forward; however, it was recorded as an annuity ticket, and TX _does_not_ allows players to change to cash should they win.
