And then when she wants to get her own shovel back, it will be missing. So now if she wants one to shovel her own driveway with, as a city employee she will be required to buy a gov't approved shovel from the contractor. Which will cost twice as much as her old one and they will deduct the cost of it from her shoveling paycheck.<br />Meanwhile, the sanitation workers will get upset because with all the newly hired shovelers, they won't be allowed to work overtime digging out the city.
