There can always be 2 of them, 1 to pay the debt the other one to give millions and they keep the billionaires... about the billionaire, well i have to admit those billionaires are more for countries that need billionaires...The USA does not need them... Other countries do...So instead of 3,200 1 million dollar winners there will be 4,200...

And suppose they did this Globally, are they going to do it randomly too? They can not...Globally they will have to look at more factors.... This just proves that for this kind of scenario the lottery is usuless... they will also have to look at the fact that there are more yellowish skin people than brown skin people, all those factors...and diversity of women too.. just to prove that minority is important... is a complex equation....

for example let's say that there are 32 minorities classification or 50 or whatever, you then make each 1 of those 32 minorities classifications win once and then it it comes to the majority it wins 2 or 3, and then go back to the begining...But remember scientist have bigger stake more son than the majoirty, the points of the scientist is bigger and it should be bigger...scientist, astronomers, people in Nasa, people in the CDC, they have a bigger stake, more so than the majority... on that one i was talking about the debt...About the millions given i don't think it will work unless you either get a large sample randomly and them compare them or you go by the different minorities, that are there and i am not talking only about human features....Anyways for this kind of stuff i should get paid 400 million dollars but i am not...

The American National Lottery will work as follows: Each resident and citizen of the U.S. will have an increased tax burden of $10 per year, which will raise an estimated $3 billion dollars of total prize money.

Social security numbers will be randomly drawn at the end of each year, and here's how that $3 billion breaks down:

GRAND PRIZE: $1 billion to be awarded to one lucky winner each year.

SECOND PRIZE: $100 million dollars each to FIVE second place winners.

RUNNERS UP: $1 million dollars to FIVE HUNDRED runners up.

This will leave approximately $1 billion dollars in additional tax revenue for the federal government. All prizes will be tax free as they were generated through tax dollars to begin with.

Ok, so this isn't real. But it's an idea. What's yours? How should a national lottery work? Should the US be in the business of lotteries as a federal practice? Is it a good idea to help raise additional taxes? Should it be mandatory or not?

COMMENT BY PUMPI76: is a great idea but I think it should be studied more, perhaps study what more can be done that is productive...the only problem with that is that it is too large the sample and there will be 3 thousand majority winners for every 1 person a minority or black person or asian person...Not only is there minorities but there are groups that are WAY smaller than minorities...

if they are going to do this sort of thing i feel they should carefully study who they are going to give it to, it should not be random...It should be a lottery yeah but at the same time they should be careful study who they are going to give it to...

at the same time i feel they should have free lottos but what can i say...

Again it should be researched more...

maybe certain prizes should be given regularly while other should be studied..LIke the 50 million and up is given regularly while the 10 million and 1 million are studied...
