I agree with Todd re: not consulting Congress AT ALL. This is flagrant abuse of power and downright illegal behavior. Will congress let this stand? Probably. They all bow to the same masters and it does give congress cover for when things start going badly on their "odyssey".

"Odyssey Dawn" is a strange name. The beginning of a long voyage. That implies that this will be extending beyond Libya and has nothing to do with a no-fly zone.
