What that meant was, when the bill become law, the secretary had the sole power to fill in those blank sections in any manner he/she wished. I believe this was the case with ObamaCare. So this Selbius woman is filling in the blanks however she wishes.

How many time in the Obamacare act was the term at the discretion of used. That gave power to them with no further action by congress needed. Pulled a fast one with Obamacare.

I have a feeling there is something written in the affordable care act that gives the white house and the dept of HHS the sole power of Obamacare. Obama does not seem a bit concerned about all this abuse of power discussion.
