You can play the New York lottery by subscription, but unlike Massachusetts you need a New York State address. All the money raised by the NY lottery is spent on public education. So, even if you don't win, the kids still win.If you're not in you can't win

Good for Mr. McGivney! WTG!! Payouts for cash are lower .... aren't individual ticket pricess 2 for $1.00? Twice as many chances to win for the jackpot, even though the matrix is higher. Seems to balance out as far as I see it.
