Maybe you should stop trying to decide what is best for others to play. I still do not know why you even care how much money someone else wins, or how they choose to claim it. Annuity or cash, it is all still cash period...

Nothing. I was trying to keep it simple for someone from a state that just started a lottery. I don't want her playing NY Cheapo or the annuity-only scratch games.

I am sure Margie Barres couldn't care less about how much New York kept. She got her $55M. That is all that matters to the winner. To the thousands, millions, of losers, it made no difference how much the state kept. They could have kept 80 percent and it made no difference to those who matched nothing.

Until you realize that the prize pool was only 40% of sales. Even lotteries almost always pay back at least 50%.
