			<description><![CDATA[<p>Borrow  money?Ohh please. The Lottery makes oodles in interest alone by witholding payouts for up to six weeks to large claimants,let alone those that do go unclaimed. Its constantly re-investing itself for the sake of profits. There need not be any borrowing when its the citizens funds to begin with. How about across the board gasoline relief, utility releif, or higher medical care benefits for state residences?
