			<description><![CDATA[<p>If you had aggressive sales growth   market penetration   then you could get an up front payment of $380 million.<br /><br />Vermont belongs to the Tri-State Lottery and Powerball is a multi-state game so there isn&#x27;t very much the Vermont lottery can do to increase sales without starting their own games.<br /><br />The Lehman Brothers report says Vermont&#x27;s lottery is run well. 			<description><![CDATA[<p>Lehman Brothers says a private company would increase sales through new marketing techniques and by using the Internet.
