I know for sure Italy has a 20% tax and Spain also extracts about 20%. Not sure if they tax on winnings from lotteries not run in their country --where tax is extracted before paying out (like, if an Italian won the Euromillions lottery (Italy is part of Eurojackpot

The thing that gets me about him only having $40 is that he only had cash .

I can't remember the last time I paid with cash. I use an EFT-POS card for nearly all purchases (credit card only used for not in person purchases where internet banking isn't available).

To me, the craziest part of the story is the guy only had $40 bucks on him. With an empty gas tank, he chooses to put $20 in the tank, which is I'm guessing maybe a quarter tank of gas. And then invest the other half of his cash in a single $20 scratcher. Now I'm seeing the reason I've never won big; in that situation, I'd splurge and put all $40 in the tank.
