(more correctly, the number of tickets sold in the state)<br /><br />NJ may be smaller than Massachusetts (area), but there are more people living in NJ.. about 9.2m vs 7m.. It has the highest percentage of winning chances of any lottery as a whole or so it claims at 85%. It also attracts a significant number of players from neighboring states for obvious reasons which creates a positive feedback loop for the lottery. More players, more prizes.</p>]]></description>
