No, redacting the numbers at the bottom of the winning lottery ticket is to prevent someone from online from stealing the money. All too many times, people have posted a photo of their winning lottery ticket online. Someone would scan the ticket with their phone and go cash in the ticket. People fail to realize if they want to post a photo of their winning ticket, make sure to cash it in first before posting it. This should be lottery 101

Hmm. I guess I was wrong. Other states do redact the ticket information at the bottom. I wonder is it to prevent cheating from lottery clerks
