			<description><![CDATA[<p>Two comments on the article...1) While phasing in the online games is a good idea (so you can work out the kinks in the system), limiting online terminals to retailers who sell a specified dollar amount of tickets per period of time is a VERY BAD idea. Geography has to play a part in it too...you don&#x27;t want players to have to drive 50 miles to buy a ticket because there are no  qualified  retailers in their area.A much better plan to follow is the one that Virginia follows.
