			<description><![CDATA[<p>Here in Illinois they did away with free tickets for awhile on the 1 dollar tickets so the could say they were giving away more cash prizes but now they have went back to puting free ticket back on the tickets. Which makes no sense to me. Because some places still give me the dollar for the free tickets anyways......</p>]]></description>

			<description><![CDATA[<p>Here in TN you can trade in a ticket for money if you know which store to play.  Some stores are picky about their tickets though.  I wanted to take 3 free $1 tickets and get 3 lotto 5 tickets for them.  The clerk freaked and said no.  Needless to say I ask the lottery if that was legal and they said yes.  So.....  I don&#x27;t shop their anymore.  lol.</p>]]></description>

They also do it on some of their scratch tickets like the  win for life  tickets. 			<description><![CDATA[<p>PA really doesn&#x27;t offer free tickets anymore. they do with one or two games, but that&#x27;s really it.When i came to OU, almost all of the $1 tickets offered a free ticket instead of $1 or more, and i hated constantly winning free tickets instead of cash. there are some states that still do offer free tickets as prizes.CASH Only: I do not consider anuity-only prizes as communism because there is a loophole around that.
