			<description><![CDATA[<p>HL is starting to become like the late Lotto South (matrix too small.) Of course, Virginia&#x27;s 6/49 in 2001 became LS without enlarging the matrix. (It can be argued that GA-KY-VA Lose for Life itself is too small, since Lose for Life is 6/42). At some point (and probably soon,) the MUSL members offering HL, including the  state to be named later,  need to change the jackpot odds, which currently are 1 in less than 11 million.</p>]]></description>

If Hot Lotto wants a realistic chance of being played everywhere Powerball is (which I don&#x27;t recommend if it&#x27;s going to  winfall  per se), changes need to be made. The game has to be unique, but simple, and the closest to that would be a pick-7. No other state has had a pick-7 since Maryland (which isn&#x27;t even involved here) got rid of Cash In Hand. So, I developed a 7/40, which some lotto veterans will remember as the original Lotto-America matrix. Jackpot starts at $2 million (annuity is the same as the existing PB.) To prevent SHL from competing directly with PB, the jackpot is capped at $40 million.
