			<description><![CDATA[<p>I don&#x27;t like the idea of being forced to put in $10 into a lottery, and I don&#x27;t like the idea of only 506 winners out of what appears to be possible 400,000,000 (I don&#x27;t think there are even that many SSNs out there). A national lottery in the U.S. might work someday, it would give state lotteries some true competition and get them to step up their game, and it would help pay off this debt, but I would be against this precise proposal. I think it was in the early 90&#x27;s when the surrounding states still didn&#x27;t have a lottery and people from Indiana, Pennsylvania and Kentucky would come to Ohio to play the 649 game which had jackpots of $40-$75M at the time.
