			<description><![CDATA[<p>I&#x27;m locking this one because Jack-C is right: this has been debated in other threads recently.<br /><br />I also don&#x27;t know you personally, and I don&#x27;t have any way of knowing if you&#x27;re setting up a scam or if it is legitimate.<br /><br />And even if it&#x27;s legitimate, I&#x27;m not sure of the legality, and I know it&#x27;s against PayPal&#x27;s rules because they don&#x27;t allow any transactions that involve gambling in any way.</p>]]></description>

			<description><![CDATA[<p>I have contacted a lawyer and specifically asked if what you described is legal and the answer was YES. Just look at the state lottery websites - most of them promote group play and even go so far as provide sample forms.<br /><br />The problem, as someone already pointed out, is PayPal. Their terms and conditions forbid the transfer of money for the purpose of gambling even if the the gambling activity itself is legal.</p>]]></description>

			<description><![CDATA[<p>I think someone recently was going to try something like this and he contacted different lottery officials and a lawyer and was told it wasn&#x27;t legal. I&#x27;m not sure though. However, if you are going to do something like that, I don&#x27;t believe you can use paypal. They don&#x27;t allow their system to be used for gambling purposes. You would have to find a different company.</p>]]></description>
