Today,i come up with idea and i need your advice.My idea is to create
a website,so lottery players In Chicago and suburbs (including me :) )
could pay 5$ each via paypal,to join lottery pool.Their proof would be
at their paypal account,that they payed me and they can even print it
for their records,plus each of the players names would be listed on
my website,for each specific day,they would play.When we get 50 or 100
people,i would go and get 250$ or 500$ in quick picks for lotto or mega
millions.After that i will scan then and post them on my website as proof.
After winning something,each player would get their check via mail or
get money in person.So this is my idea.I want to hear,what you think
about it,and if this would work,and most important if this is legal.

    I think someone recently was going to try something like this and he contacted different lottery officials and a lawyer and was told it wasn't legal. I'm not sure though. However, if you are going to do something like that, I don't believe you can use paypal. They don't allow their system to be used for gambling purposes. You would have to find a different company.

      As the lawyers like to say "Asked & Answered".  This has been asked and answered many times on Lottery Post.  It is NOT legal.

        But what's so wrong with pooling? Are lawmakers worry that some people will take other people's money or are they worry that pooling will win the lottery quickly...And something tells me that is because they worry that someone will win the lottery quickly...

        i think you can start your own pool by people you know, but by advertising it, is illegal...You can do it secretly but don't advertise it on the internet...You can go on the streets and talk to people ask for their phone number and then you act on it but do it on the downlow, and as very little of people...Ask like for no more than 10 dollars monthly...LIke that you could get away with it....

        This thing about pooling been illegal is as worse as when the Jews were captive by Egypt...

        The Forex trades: 1.6 Trillion dollars EVERY day, that´s more than the GDP of the Carribbean Central America, COMBINED. Enough to feed every crook out there for centuries...To all Geniuses & Powers Countries of the World the Planet needs breakthroughs in all Medicine, Veterinary, Biology related fields, Psychology, Population Psychology/Sociology..They need to genetically ingeneer new plants species/types to give more variety of plants and thus have more resources for combating diseases¨

          I have contacted a lawyer and specifically asked if what you described is legal and the answer was YES. Just look at the state lottery websites - most of them promote group play and even go so far as provide sample forms.

          The problem, as someone already pointed out, is PayPal. Their terms and conditions forbid the transfer of money for the purpose of gambling even if the the gambling activity itself is legal.

            Thx for comments guys.As far as paypal..i was thinking more like putting donation
            button.You heard about lottery pool many times.There was a big jackpot like a month
            ago,and 10 insurance workers won.If this is legal,so why not try it online.
            Whats the problem? People send me money,i use them to buy quick picks,and if we
            win,everyone gets money.I know that online gambling is illegal,but this is different.
            Isn't ?

                  Lottery pools are legal. Use of the Intenet to organize and communicate is irrelevant.

                      I'm locking this one because Jack-C is right:  this has been debated in other threads recently.

                      I also don't know you personally, and I don't have any way of knowing if you're setting up a scam or if it is legitimate. 

                      And even if it's legitimate, I'm not sure of the legality, and I know it's against PayPal's rules because they don't allow any transactions that involve gambling in any way.
