The thing is that it simply displaces investment from other sources of income. These are all things that the government is expected to do, all that raising the money from lotteries does is reduce the amount the needs to be contributed from general funds and hence repurposed to something else. that's 5,000 people getting a lifetime job every year...But it gets better...The 5,000 people that are working their salary has already bet set aside so the job/product they do/did will generate money for the company and 50% of the revenue goes to the company the other 50% goes to pay the salary of 5,000 extra people which they will work to produce more products/jobs and their profit 50% will go to the company the other 50% to another 5,000 people and so and and so on reverberating, a continuous... not only that, the lotto revenue some countries could use it and let it go into providing/creating new jobs or agriculture to feed people either way if you came up with a system to derail the lotto/scratchoff revenue it will STILL be considered an act of terrorrism...

This concerns me....Yeah it is true that the lotto revenue in the USA goes to education and other causes to help the less needy...

But suppose [like other countries could adopt this measure], but suppose other countries use the Lotto REvenue which can amount to 1 or 2 billion dollars a year or more but suppose other countries use it to make the country green or plant more trees or for the Army or for a bigger police force or have the country oil free or for satellite communications service, o...
