maybe they should invite the public in for the drawings, the accounting firms are supposed to be there to make sure everything is done right, maybe by the wristband system 3 or 4 people from the public could watch the whole procedure.

My Point is, the Lottery is a very lucrative business for each State. Whatever Insiders do or don't do; does not Alter the fact that the States are not going to permit any number to come out that is going to cause a drain on their Funds

Once again, you've made it very plain here. Lotteries are, in fact, government run organizations and must abide by certain regulations...and they do. Yes, anything can happen and is possible but, one must examine all the commotion it would cause for insiders to set up fake draws for everyone to profit off of. They will not allow, Permit, cause to come out by whatever method...any number; that will force them to have to make a huge Payout, thus Drastically depleting their revenues!!! I agree why should the draw be held in a back room,unless the lottery it self has something to hide.I,m from Maine.I,ve been saying it for years that they rigged the pick three draw.Its always the same numbers comming out and the pay offs are nothing.I think they blackball certain numbers that I know are being played and going to cost them if it comes out.Integrity is their famous saying..

Well I'm 1000 % in favor in taking these draws out of the backrooms and eliminating the floating ball systems and the computer systems for sure. They should be draw in public with manual machines and maybe even with public participation like lottery club members or retiree groups or church groups being selected to help with the draws. I have personaly talked to an active U.S. Senator about the lack of government oversight in state lottery games. They are neglect in this area because lets not forget Uncle Sam collects billions of dollars evrey year from lottery winners.....billions......yet they do nothing as far as oversight or mandating anything that would help insure the integrity of the games that trillions of public dollars in. IF that happened...what a stupid move. $2,000,000 won in pick 4 tickets from a single source, would never go unoticed. Surely the lottery is not involved. One person with inside info, maybe. But that would be among the stupidest choices. Every ticket has to be cashed at the Lottery office and taxes withheld. Not only would it be noticed for the $2,000,000 in winnings but also for the amount of income tax and the fact that nobody ever buys 400 tickets of one number.

While your senario can be true it still doesn't disprove what appears to have happen. You bring up a great point that if they are taking big chunks of money it would expose them. The answer is that after or before a big take out they have to make sure that the payouts are low......which appears to happen. It seems that the days following these super 4 digit hits you will notice a string of days....maybe up to a month at a time that nobody...zero hits about 2 to 4 times over that period......or m... Yeah....I believe that is very possible. One of the times I viewed the daily draw they ran a dummy draw about 7:10....taped it just like the real draw at 7:27. They did not give me a very logical reason for the extra real looking taped draw. Now that day they ran the dummy draw at 7:10.....whats to stop them from doing a dummy draw say at 6:40.....and then shooting that tape in at 7:27. The trouble with that kind of cheating is it can't be controlled and every body that knows about it wants a share. When Indiana caught the security guard who told his buddies about where the roll of scratch off with the big payout could be bought the problem was there wasn't enough for him and his buddies and some one complained. When people cheat like that, they want more than a few thousands dollars which might go unnoticed, they want millions.

It's not that rare for people to call in numbers once they establish themselves with a store or clerk. I have called in as much as $75 dollars in plays. The reason for the last minute purchase is because they are not getting the info until the last minute. The testing and ball switching for each drawis done all within 45 minutes of the cut off. I Have heard this before in michigan, with the window being 30 minutes, but never got deep into it. A Friend of mine that is now deceased bwas trying to tell me someone was selling number ( 4 DIGITS )30 minutes before the draw, leaving you 8 minutes to buy ,( COULD HAVE BEEN LONGER WITH 30 MINUTES TO BUY). My guess is drprsi believes he was given the number by some lottery staffer just as they were drawing the number but hadn't cut off sales yet. In the control room they conduct pre draws and the official drawing but how do people know it's not taped and then aired later as the official drawing.

For a player to call up a store and order $400 worth of lottery tickets, the clerk/owner must know him well and trust him to pay up win or lose. That kind of trust is earned after doing the same thing many times in person. If the player was cheating, I doubt he would want any one to know him that well.

How do you know that the person who called the clerk to purchase 400 dollars worth of tickets didn't call 10 other clerks he knew and asked them what are the hot pick 3 or 4 number for tonights drawing. The reason i say this is because i used to do the same thing every once in a while when i had 50 to 100 dollars to throw at a number.

I can find nothing contained within Michigan gaming laws which allows for over-the-phone credit purchases of lottery tickets. It seems to me that any cashier who's willing to put up $400 of his own money to buy tickets for someone on the other end of a phone call is taking a much greater risk than the caller. check the daily stats from the lottery..track them, i believe the 3 digit is on the up and up, i don't play 4 digit but i'll track it for awhile. there are certain popular numbers that alot of people play and should it fall could look like inside info...take 1010 tons of people play it and finally it fell and payed big.

I have uncovered yet another very suspect daily 4 lottery purchase this time from 2006. The clerk who sold the evening 4 four digits told me that the customer called him with not much time left and begged him to purchase $400.00 worth of straight up tickets on numbers that ended up winning. 400 straight and no other numbers bet....just the winning number about a half hour before the draw.
