			<description><![CDATA[<p>Repealing the Justice Departments decision on the Wire Act is probably DOA because state lotteries have begun online ticket sales. It was more of an issue to the Poker Player Alliance because a repeal would make it impossible to have U. S. based online poker sites.The PPA was also disappointed at the Democrat Party platform because it doesn&#x27;t address online gambling.<br /><br />We have one party against online gambling and the other doesn&#x27;t care.</p>]]></description>

Online wins over $599 can be simply be taxed the same way with the remainder credited to the winner in question.<br /><br />The Kentucky pick-3 pays $600, so I asked a Cashing Agent if winners had to fill out a W-2G and pay taxes and was told no because the cost of the ticket was deducted making the winnings $599. To my knowledge Wisconsin has no laws prohibiting Internet gambling although in their codes, they do site Federal law. They already have software available that instantly knows how many tickets have won boxed, straight, and the combination of both. Everyone is registered players and get their winnings automatically transfered to their own bank account if it&#x27;s above a certain sum, else it stays on the account you administer on the lottery website.<br /><br />It is of course anonymous and the winnings are tax free.</p>]]></description>

			<description><![CDATA[<p>The only way selling tickets online could really have an effect on smaller stores is if the lotteries develop online games that compete with scratch-offs. Another factor are the players who want the winning ticket in their hands and don&#x27;t want to worry about being disconnected or being unsure if their bet was recorded. 			<description><![CDATA[<p>Now that at least two state lotteries have online ticket sales, repealing the Justice Departments decision could become a states rights issue and go all the way to the Supreme Court.<br /><br />I agree about the platform; it satisfies the Georgia Family Council and a similar group opposing the Arkansas Lottery. It probably satisfies the North Dallas chapter of the NAACP too though I doubt they were part of the platform selection process.</p>]]></description>
