Not sure because I have absolutely no idea about Jade's work, except for snippets here and there. I never followed him because I couldn't understand the intricate math or figures he used, not because he wasn't interesting. However, after clicking on the link you provided, my memory is coming back to some of those snippets. I remember at one time when I didn't want to bother installing Silverlight out of laziness. lol

When you've setup the grid to the game size and maybe put in some lines you'd like to have in the wheel and locked them using the drop down menu, it's time to generate a wheel.

When Generate is clicked on a box opens, among the settings is Ticket Count the option to limit the number of lines. This can be because you already know the size the wheel can be built within, or the size of the play budget, etc.

Limit the build to the quanity of lines you want (14) when built, run the Optimizer.

You asked for a 14 line pick-4 wheel that guarantees matching 3 digits when 4 different digits are drawn and that is exactly what that list of numbers represents. The system probably gives 14 lines of letters and a formula is used to exchange the letters for digits. You can change the digits 1 to 0 with the letters A to J on Bob's wheel, use the same formula from your system, and get the same results.

CoverMaster can't be tweaked using paper and pencil, all you can do is try and make the wheel more efficient using the tools it provides.
