From my understanding, the terminal generates the quickpick numbers itself. The issue of repeating numbers across multiple plays is a common one with quickpicks. Interesting observation about numbers trending low. Not something I've noticed, but also wasn't paying attention to it - will from now on.

For traditional 3, 4, and 5 digit games, there's an easy work-around to avoid various numbers - player can choose the first x-digits and then have the remainder quickpicked.

Firstly, the Powerball drawing, which still uses the traditional bingo like balls, is held in only one location, so the particular state one plays in makes no difference in regards to hitting the jackpot.

The biggest factor for the states lead in the jackpots is the number of players in them who participate - it's no surprise California and New York are at the top. However, this does NOT effect the odds of winning one bit; it's meaningless.
