TN's lottery is way better than IL. At least TN will pay you in full if you win lol.

A large scale boycott of all lottery sales in IL should be started, but players are too stupid or unwilling to boycott.

If they did boycott and all that lottery money was cut off for a couple of months, I guarantee they'd change their tune find a way to pay winners in full.

People should be outraged, this is absolute bizzaro world now.

The state should NOT be permitted to sell tickets anymore until this is resolved. It's been nearly 4 months now- ridiculous!!!

They just started selling tickets for a raffle game... ANOTHER game they most likely won't pay out!

Right on the lower tier.... But I thought the jackpot wouldn't be affected... That too will not be paid out either even though the MUSL makes the payment.

the article mentioned something about voucher payments to the state by the MUSL and then the state comptroller can't pay...

The jackpot is paid by the MUSL, lower tier prizes are pad by the state. Illinois isn't paying anything over $25,000.

That should say each State acts as an Agent for the MM PB jackpots , but are responsible for all the secondary prizes won in their state. The other side of the coin are the states offering the multi-jurisdiction Hot Lotto game, but have no other RNG drawings.

The Report Card is consistent in the fact four and five minute Keno games are not part of it, but does include games like Five Card Cash that are 100% QPs and though very difficult to do, could have a live drawing.

Since MM PB are Multi-State Lotteries and each State acts as an Agent for MM PB, MM PB should not be considered in determining the Grade for the State.

Multi-State Lotteries should be Graded separately in the Multi-State Lotteries Report Card.

While I am not a resident and do not play any of those games, I would defer my grade to the folks who are directly influenced by the Illinois Lottery system......NOW, as far as tying the lottery payouts to the budget being passed and you still sell tickets that are not being honored(over $25K), that is a legislative issue and for that, Leaders of the state of Illinois get an

Go to Youtube and watch a PB drawing and a MM drawing.

The first five balls are white, and the +1 is also a ball, red for PB and yellow for MM, it's the megaplier and the powerplay that are RNGs.

It should go to an F.

Only the MUSL games are mechanical, the state games will be RNGs.

There might be a mix up here on the Mega number and Powerball not being mechanical, it might be the Megaplier and Powerplay that are RNG, not sure.

The Illinois Lottery doesn't issue checks over $25,000 so you're blaming it for the wrong reasons. What did your state representative say when called them

Wasn't aware that PP and MP were picked by RNG.

Although I'm done w/power ball after the change I'm still an occasional MM player and I'll have to reconsider the MP

since I could use that buck for my states 6/49 game w/ slightly better odds.

LOL all Illinois controversies like Jersey's are a lot muddled.

I see where you are coming from. With the 7 games that are going to RNG on 10/01/15. This would put IL in the 22% bracket, which means they would be getting a D rating. Actually, the lowest rating would be D because Powerball and Mega Millions are ball drawn for now.

We suspect those would be next to go RNG since they already use RNG for the Power Play and Megaplier.

It just needs a little muddled controversy like Illinois... and BOOM!! There you are... Good Luuuuck Everyone.

MY Vote is YES for the following reasons.

1) Withholding payments to ALL winners with $25,000 or greater prizes. (You get an IOU from the State since June 2015)

2) Changing games from Ball Drawings (Mechanical) to RNG (Random Number Generator - Computer) drawings effective 10/01/15.

3) The State is still raking in the money from current sales but items (1) (2) above still apply.

4) The State hasn't posted anything at the Retail Level to notify customers that they will get an IOU vs.... [ More ]
