A person will pay the higher tax rate between the state purchased in versus the state lived in. As ArizonaDream stated, a credit will be given from the lived in state for taxes paid to another state, but the difference in tax rates will then be collected by the live in state if tax rate exceeds that of the the purchase state. If the purchase state tax rate exceeds the tax rate of the live in state then the live in state will give full credit for their tax rate amount paid to the purchase state b... [ More ]

I'll take a stab at it,as I understand it. They have the money. It is the comptrollers job to write the checks. The comptroller is authorized to make payments by the legislature as part of the annual budget. No budget yet = no authority to write checks.

I am confused. Il Lottery claims they have the lottery winnings to pay out to the winners but, they don't have the money to pay someone whose job it is, to write out the checks????

IF, I understand correctly, that is what they are claiming. IF, this is correct then, my response to that is: BULL!

Something does not add up here. If everything was on the up-and- up, one would think that to save face, someone would allow and pay the person whose job it is, to write out the checks.... [ More ]

My understanding is that as long as you are a resident, you still owe your own state income tax, although they will give you you credit for what you paid to the other state where you earned your income.

Prizes over $600 are now getting IOUs too so it's really a player's decision whether or not to play. The lottery is a state agency and subject to the same rules as other agencies so if people continue to play, they must wait to be paid.

While I generally discourage out of state lottery purchasing, IL lottery players would be wise to stop playing or buy out of state. Getting hit with some extra tax due to an out of state win beats not getting paid at all and/or playing a corrupt lottery game in which the odds of winning may far worse than advertised.

If you buy your tickets in another state. You pay state tax to that state and not your home state. If I buy my winning ticket in WI, I file a Federal Return, two State Returns.

Yeah, this has me curious too. I'm assuming they are still paying out $600 because retailers are reimbursed on a periodic accounting basis, unlike the higher prizes which are claimed and paid on the spot everyday. They probably hope the budget is resolved before they have to start cutting checks to retailers, or they have a loophole by simply deducting the prizes from sales for each retailer.

how can the lottery not be held accountable too? Yes, the state comptroller can't cut checks it's not authorized too... But the lottery can keep selling as if nothing is wrong? I can understand lapsing a few weeks... But there's no end in sight here.

Even though it's obvious the problem is with the General Assembly, several LP members are still blaming the Illinois Lottery as are the Illinois players. Because of other priorities, the Lottery will probably be the last agency funded when they do finally pass a budget.

as i posted in other thread. the $600 is paid by store owners! so basically state lotto is taking in money nad not paying bills. the store owners should refuse to pay any prizes. and keep the cash. tell ticket holders to send them or take them to state lotto headquarters for redemption The balance of any money owed can be paid to the trustees of state lotto bankruptcy

Illinois Lottery situation has gone from bad to worse. First it was $25,000, now $600... soon $100? If they can't even pay out $601+ prizes, maybe the money really isn't all there. The Illinois Lottery saga strongly suggests that some lotteries operate on shaky financial foundations; prevalent corruption.

muni bonds not going to get paid? maybe the lotto has a huge pile of money tied up in muni bonds, and SOP was to roll them over redeeming when ever they needed a big payout.

States bankrupting are going to be coming sooner rather than later.

STATES don't have the federal reserve bank like the congress does printing all the money they need(inflation) to cover their bills(bribe promises to the voters to get elected) above taxes and bonds.

I cant see why anybody would be holding state bonds or city bonds. Bond investors are going to be taking a huge hit on the principle of these bonds when the big pull back hits.

That's a good question Bob. Seems like the people running the state would be smart enough to designate the release of funds to the lottery commission since the lottery was put in place to help fund education and pay winners.

Maybe they should hand over the check writing to a few math teachers who can actually add, subtract, and multiply instead of state employees who are getting paychecks to say, Here's your IOU.

My question was and still is. Who controls the lottery revenue? How many different hands are in the till? That money should never be used , except for paying the lottery winners. This is just like the Social Security fund, the Transportation fund, together those trust funds, each and every year has surplus in the billions. The boys in Washington, raid the funds each and every year.

In the national release it reads....

Payment delays will occur because there currently is no legal authority for the Illinois Comptroller or the Illinois Lottery to issue checks, the Illinois Lottery said in a statement. Please note that the funding to pay winners exists, but the legal authority to issue checks does not.

I hate to inform you that Democrats have been in charge for decades in Chicago, Illinois. Just recently a high ranking school board official was charged with taking multi-million dollar bribes and she was selected by none other than Obama's buddy Rahm Emanuel.

Bottom line is that the state is completely corrupt and needs a complete overhaul.

What you see is what you get when you're being ruled by tyranny.

When NJ shutdown the State because of the lack of an approved budget: the lottery continued with drawings for advanced ticket holders, but no one could purchase tickets or cash in winning tickets during the shutdown. It seems like Illinois is trying to keep things going the best they can.

In business, it is like discarding a subsidiary. The board of directors make the final decision as they have controlling interest. The subsidiary might have been profitable, but they do not make the final decision. As a share holder, I might not like their decision. No other state has done this. Lotteries pay out from what they take in so it's odd that this happened.

I'm afraid the next step is going to be no payments - the only thing players will be able to do is scan their tickets in machines that give credits for winners and they can only be used to buy more tickets.

This is just another reason to take the lump sum cash payout in any state. Who knows what the financial situation will be like in 10-20 years so having your entire payout upfront is a no brainier.

Place the blame where it belongs, not the Illinois Lottery, who is being victimized as much as the Illinois Resident's.

The Illinois General Assembly failed to pass a balanced budget for the new fiscal year, which starts on July 1. That means the state cannot spend money on any programs or services requiring an annual appropriation. There's a lot of uncertainty about what this means, with predictions ranging from most people won't notice to Armageddon .

Informed my wife I am going to Wisconsin to buy my Tickets from now on. As far as I am concern, an I.O.U. is just a means to let you know that they owe you some money. It is not a guarantee that you will ever get paid...............

Let see, taxes will be coming up in a few more months, and if I owe anything, I will send them an I.O.U. as a good faith message...........

I am sure it will make the national news by tomorrow morning or should I say Later on today...........................

Illinois Lottery officials say payment for all winnings over $600 will be delayed due to the Illinois budget impasse.
