I never play Win4 but it has to do with the new type of bet, Close Enough .

Last night in my local Stewart's Shop (I'm in Dutchess County) I saw a piece of paper printed from the NY Lottery lying on the counter talking about the new bet type, Close Enough. It has to do with one-offs...if the number you picked is one off from the winning number, and you chose that type of bet, you can win money. No ---- don't be fooled by the above subject line of my post. It does not refer to a real news item, online or otherwise. I was just being facetious, because the above title could convey just the right impression of the folks at the New York State Lottery.
