And to make matters worse, there were 2 people involved and apparently neither was smart enough to realize this had a 0% chance of working and a 100% chance of going to prison

This woman literally tore 2 tickets and swapped the parts to make a million dollar winner. Then went into the lottery office and signed a sworn affidavit that her ticket was legit

When I was 5 years old I was smart enough to to know that wouldn't work in a million years. How could anyone be so stupid.
